This presentation-style report focuses on defining the Perfect Storm MNOs face as they transition from the familiar world of Telco 1.0 to the emerging new world of Telco 2.0 - the biggest challenge the mobile industry has had to face.

The terms Telco 1.0 and Telco 2.0 have been in circulation for some years now. We define Telco 1.0 as the traditional mobile business model (characterised by vertical integration, high capital investments and focus on voice and text) vs. the emerging Telco 2.0 (characterised by horizontal integration, high capital investment and a focus on IP/data). Importantly, we believe Telco 2.0 to be more than an evolution in technology, which is sometimes how it is portrayed.

Telco 2.0 is a powerful force, clearly visible in some markets today and adapting to its demands is a formidable challenge. Besides change in Technology, there are three other forces we have categorised under the headings of Economic, Regulatory and Social and when combined with changes in Technology these result in a Perfect Storm. Elements of these three additional forces are triggered by Technology but others are distinctly separate, driven by other factors and not simply new technologies, IP or the new competitors to the mobile space these technologies bring.

Our focus here is primarily on helping MNOs to transition between Telco 1.0 and Telco 2.0 and not Telco 2.0 in itself. Based on our work in the industry, it is clear that navigating this stormy transition period and its four forces is a very difficult challenge in its own right and requires new capabilities, skills and focus not found in depth in most MNOs today (or elsewhere for that matter). MNOs will have to manage business as usual as they compete to extend the existing business model whilst accelerating investments and innovating to create a new business model based on IP and data. Evidence from similar transitions in the IT sector suggest this is a big ask and those not capable of quickly adapting and changing values and behaviours will fail. Many of these new capabilities will be essential to thrive in the post-storm world where change is likely to be a constant and agility and responsiveness core assets.

The scale and complexity of the storm render isolated tactical responses ineffective. What is required is a deep and coordinated response that recognises that the post-storm world will be quite different from the one we know today; competing and partnering with different players on different terms within a market, regulatory and customer context that is more demanding and prioritises different values and services; it will not be business as usual. The storm threatens the viability of many existing MNOs not able to adapt and make the transition and the industry will emerge looking quite different as a result.

The series is designed for MNOs seeking not just to understand what the Perfect Storm is, why it is happening and the challenges it presents but also to find an approach to think through the impact and structure a strategic response. It provides a high-level framework and tools to help formulate such a response and put in place actions to take control of the inevitable disruption and emerge re-invented once the storm has passed. The framework and tools apply to both developed and developing economy MNOs, where the only key difference is the greater or lesser visibility of the storm and its component elements today: the storm will strike all markets and all MNOs, the only difference will be the timing, the local impact and the reactions of MNOs.

No report can do more than create the context and foundations for dealing with a critical challenge such as this. We hope it serves to raise awareness and stimulate thinking, research and response from all MNOs that see not just the threat but also the opportunity the Perfect Storm presents.
