"MNOs' investments in 5G IMSs are small compared to those in the 5G RAN, but MNOs risk jeopardising their 5G investments if they do not invest more in IMSs in order to deliver VoLTE and other value-added services."

Only 13% of voice calls worldwide were made using VoLTE in 2019, yet VoLTE is essential for mobile network operators (MNOs) that plan to deploy 5G and shut down their legacy networks to save costs.
