In 2016, Malaysia generated telecom service revenue of US$8.4bn (RM35.0bn) (equivalent to 2.9% of nominal GDP). Mobile voice, the largest revenue-contributing segment accounting for 37.8% of total service revenue in 2016, is expected to decline and account for 31% by 2021 due to competition from OTT-calling applications and to operators offering free calling as part of bundles.

It is expected that the overall service revenue to remain stable during 2016-2021 to reach $8.4bn (RM35.0bn) by 2021. Growth will be driven by data services, as a result of rising adoption of 4G, high mobile data usage and operator and government investments in fiber. The mobile segment will continue to dominate the market throughout the forecast period, while the fixed segment's share will increase by 2.7 percentage points given the tremendous growth in broadband and VoIP revenue, which will completely offset decline in traditional voice services revenue.

3G was the most used technology in 2016 accounting for 51.8% of mobile subscriptions in 2016. Its share will decrease to 27.0% by 2021, due to customer migration to more advanced, high-speed LTE/LTE-A networks. 4G's subscription share will rise to 71.9% of total mobile subscriptions by 2021, owing to rapid proliferation of the LTE network and LTE-enabled devices, and growing demand for high-bandwidth mobile content.

The top two operators, Maxis followed by Celcom along with the various MVNOs functioning on its network, which provide fixed and mobile services, accounted for 43.2% of total service revenue in 2016. Maxis will continue to maintain its leadership position in the telecom market through 2021. Going forward, competition is expected to intensify with the recent launch of Webe Mobile by incumbent Telekom Malaysia in September 2016, which allows the operator to provide fixed-mobile converged services.

Over the next five years, operators should capture opportunities in the data segment (mobile and fixed), which is expected to grow at a CAGR of 3.7% (2.5% in local currency) during the forecast period. Development of fixed infrastructure, migration to DTT and smart cities projects under the Eleventh Malaysia Plan, 2016-2020, along with the country's long-term development plan, TN50, which aims to make Malaysia a digital economy and smart community, will present significant opportunities for operators, vendors and investors.
