In the first of a three-part study of 13 countries in Central and Eastern Europe (CEE), IDC has developed a comprehensive and in-depth framework to evaluate individual countries' readiness and suitability for technological and business process outsourcing. The longer-term view taken by IDC in this year's study will provide a more thorough analysis of each country's development over the past five years and how this development has impacted the countries' attractiveness as sourcing locations.

The data and results of this study are intended to help IT and business services providers, as well as end users, to gain a clearer picture of the suitability of individual countries in the region as sourcing locations for different types of technological and business process outsourcing.

This study analyzes the Czech Republic, Hungary, Poland, and Slovakia countries with regard to the following five factors:

  • Skills resources
  • Economics and politics
  • Infrastructure
  • Business and region
  • Finance

The study profiles each country based on quantitative data relating to the above five categories for the years 2005 and 2010 (where data is available and relevant; data relating to education and language learning is from 2005 and 2009, and data related to language proficiency is from 2005 only, with estimates for 2010) and offers qualitative analysis of the data. In addition, this study provides comparative analysis between the countries and Ireland. Data on Ireland is provided because the country is considered a mature provider of outsourced services in Europe and thus serves as a benchmark for European offshore/nearshore outsourcing.

"Back in 2005, the countries of Central Europe were at the forefront of the offshore movement in greater CEE. Investors flocked to the region to take advantage of lower costs, talented labor, and a variety of attractive investment incentives. By 2010, change had become the only constant in Central Europe, with the countries perceived as having become victims of their own success; prices and wages had risen rapidly, human resources had become harder to find and compensate, and other CEE regions, as well as global ones, had begun to emerge as suitable and more affordable competitors for offshore business. Despite these challenges, the countries of Central Europe have remained strong competitors for offshore investment. Typically, they are home to better infrastructure, more experienced offshore/nearshore environments, and generally more stable political environments, all of which helps CE remain the most valuable offshore/nearshore proposition in greater CEE." - Senior Research Analyst Curtis Robinson, IDC CEMA
