In the second of a three-part study of 13 countries in Central and Eastern Europe, IDC has developed a comprehensive and in-depth framework to evaluate individual countries' readiness and suitability for technological and business process outsourcing (BPO). The longer term view taken by IDC in this year's study will provide a more thorough analysis of each country's development in the past 5 years, and how this development has impacted the countries' attractiveness as sourcing locations.

The data and results of this study are intended to help IT and business services providers, as well as end users, to gain a clearer picture of the suitability of the individual countries in the region as source locations for different types of technological outsourcing and BPO.

This study analyzes four Central European countries with regard to the following five factors:

  • Skill resources
  • Economics and politics
  • Infrastructure
  • Business and region
  • Finance

The study profiles each country based on quantitative data relating to the above five categories for the years 2005 and 2010 (where data is available and relevant; data relating to education and language learning is from 2005 and 2009; and data related to language proficiency is from 2005 only, with estimates for 2010) and offers qualitative analysis of the data. In addition, this study provides comparative analysis between the countries and Ireland. Data on Ireland is provided because the country is considered a mature provider of outsourced services in Europe and thus serves as a benchmark for European offshore/nearshore outsourcing.

"Between 2005 and 2010, Romania and Bulgaria clearly emerged as SEE's top two locations for offshore/nearshore investment, with Romania becoming a strong competitor for offshore business against locations in greater CEE. Romania and Bulgaria offer lower costs, larger labor pools, more technically skilled professionals, and more flexible operating environments than their SEE neighbors, four key variables that serve as the impetus for any successful sourcing engagement. While Romania and Bulgaria still have work to do to further enhance their attractiveness as sourcing locations, both are making the appropriate moves to ensure their competitiveness for investment. Although a case can be made for investment in Slovenia and Croatia, both are better suited to much smaller, specialized operations, as they have very small labor forces and can be cost prohibitive." - Senior Analyst Curtis Robinson, IDC CEMA
