Abstract

In this study, Government Insights examines eprocurement market dynamics in Western Europe. The analysis covers both central agencies and local authorities. Drivers and inhibitors of future investments are analyzed and a forecast of total IT spending for eprocurement by product line (hardware, software, and services) up to 2011 is provided for the total Western European market. Total IT spending on eprocurement is also provided for France, Germany, Italy, Spain, and the U.K.

Government Insights believes that Western European government executives will continue to use eprocurement systems to streamline purchasing processes. Investments over the next two-to-three years will come from implementation of local and regional eprocurement platforms and their integration into federations in particular and from more flexible eprocurement practices based on hosted procurement services.

"Procurement applications vendors and system integrators must target regional governments and groups of local authorities that want to implement eprocurement solutions. Efficiency savings and the ability to integrate into eprocurement systems that leverage on existing national hubs, thus combining central bargaining power and flexible access to local providers, should be the focus of the value proposition," said Silvia Piai, senior research analyst of Government Insights.
