Abstract
This Government Insights study presents the background and change to the
"build-or-buy" strategic information and communication technology (ICT)
sourcing environment in the Asia/Pacific (excluding Japan) or APEJ government
sector.
This study discusses the issues of public sector ICT sourcing and provides
benchmarked models and illustrations from countries both in the APEJ and
Western Europe.
"Build-or-buy ICT strategic sourcing remains the key dilemma for economies in
the APEJ regions. The potential space for outsourcing still remains potentially
untapped. Increasingly, the presence of international funding bodies in
emerging economies present huge opportunities for the private sphere to
participate and exchange its expertise with governments. However, countries
like Hong Kong and India have been known to fully exploit the outsourcing
markets in order to meet their resource constraints, whether in technological
expertise or the scarcity of labor," says Gerald Wang, market analyst,
Government Insights Asia/Pacific.
