As the prices of distributed energy resources (DERs) have fallen and the deployment of these resources has increased, regulatory proceedings to determine their value have become increasingly contentious. Regulators and industry stakeholders seek to evaluate the value of not just solar, but also energy storage, energy efficiency, electric vehicle demand flexibility and demand response within the locational context of the electric grid.

These efforts are the basis for enabling the development of distribution integrated resource plans, and require utilities to merge cost and benefit factors with other societal goals to create a comprehensive, location-specific DER valuation formula.
