Executive summary
Smoking Ban Is Approved by Brazilian States
In August 2009, a smoking ban in bars, restaurants, clubs, and public and
private organisations was implemented in the state of Sao Paulo. Despite
strong opposition from manufacturers, expressed through alliances with bars
and restaurants, the smoking ban was positively accepted and respected by the
population. As a result, other Brazilian states such as Rio de Janeiro, Minas
Gerais and Parana and the cities of Manaus (Amazonas), Belem (Para),
Florianopolis (Santa Catarina) and Salvador (Bahia) followed suit, and also
implemented a ban on smoking during 2009. It is expected that other states
will also approve similar smoking bans in the near future.
Smoking Ban and Higher Taxes Undermine Tobacco
The implementation of the smoking ban and growth in taxes levied on tobacco
had a major impact on volume sales, which declined in 2009. The federal
government opted to increase IPI and PIS/COFINS in 2009 in order to compensate
IPI reductions in other industries such as vehicles and domestic electrical
appliances; the main goal of which was to stimulate consumption during a
period of economic slowdown. Tobacco manufacturers were forced to increase
unit prices by an average of 20%.
Souza Cruz Remains the Outright Leader in Tobacco
Souza Cruz maintained leadership of the tobacco market in 2009. Despite
smoking bans and higher taxes, the company continued to invest in cigarettes,
in particular value-for-money products. The manufacturer expanded its
portfolio through brand extensions of Free, Carlton Dunhill and Vogue. For the
latter two brands, Souza Cruz decided to adopt a different promotional
strategy as they are positioned as premium products. For Vogue, the company
targeted mainly women. In terms of Carlton Dunhill, formerly Carlton, Souza
Cruz expects to strength the value of the brand after its union with the
well-known Dunhill brand name.
Distribution Channels Differ by Product Category
Cigarettes are mainly distributed through supermarkets/hypermarkets and
independent small grocers. For cigars and cigarillos as well as smoking
tobacco the most important distribution channels are tobacco specialists and
newsagent-tobacconists/kiosks. Unlike cigarettes, it is legal to sell cigars,
cigarillos and smoking tobacco over the internet. With specialist tobacco
websites typically offering a larger choice of brands and accessories than
tobacco specialist retail outlets, the internet shows potential for growth
over the forecast period.
Pessimistic Outlook for Tobacco
Efficient government anti-tobacco policies and greater consumer health
consciousness will lead to a decline in volume sales over the forecast period,
reflecting the elasticity of the market in response to price rises. In order
to compensate tax rises and decrease sales volumes, Souza Cruz and Philip
Morris fixed higher prices for cigarettes in 2009. Despite the rising appeal
of cheaper smuggled cigarettes, both federal government actions and
Brazilians' substantially increasing average income should prevent mass
migration of consumers to illegal cigarettes.
