BMI View: Additional Chinese government spending will tighten the crude steel market balance, providing support to steel prices in 2017. However, prices will head lower in the latter half of the year as declining Chinese steel demand growth, stemming from a slowdown of the country's construction activity, will result in an oversupplied market and set prices up for some relapse in 2018. From 2019 onwards, steel prices will gradually edge higher as the global steel surplus will shift into deficit due to Chinese supply moderation.

Price Forecast

  • We have slightly revised up our steel price forecast for 2017, as prices will remain resilient due to continued Chinese government spending within the country's construction sector, and positive investor sentiment. However, a slowdown in Chinese construction activity will decrease demand for steel, resulting in excess capacity, which will push prices lower by the end of 2017. Furthermore, government spending measures will result in Chinese steel production coming offline at a slower pace than we initially expected (see: 'Steel Prices To Head Lower In H216', July 21). From 2019 onwards, steel prices will gradually edge higher, due to Chinese supply moderation. We forecast steel prices to average USD492/tonne during 2016-2020, significantly lower than the annual average of USD667/tonne during 2011-2015.
