BMI View: We have increased our steel price forecast to USD530/tonne in 2017 compared to USD500/ tonne previously. This reflects the Chinese government's fiscal support to the infrastructure and construction industries until at least the party congress in November 2017, which will underpin demand for the metal. However, prices will ease in 2018 as the government will cool fiscal stimulus and move away from construction on the back of declining steel demand and high inventories.

Latest Developments And Structural Trends

Price Forecast

  • We forecast steel prices to trade between USD500-600/tonne over the next three to six months, due to continued fiscal support from the Chinese government to the infrastructure and construction sectors, which will keep steel demand buoyed and prices elevated. Positive investor sentiment will ensure prices remain supported further, along with continued re-stocking of inventories since December 2016. Steel inventories in China, as a proportion of steel production, are at a high of 18.1% as of February 2016, the highest level since March 2014. Despite elevated inventories, end-users of steel are stocking up on the metal further in anticipation of even higher demand as infrastructure and construction projects start to get rolled out over the course of the year. We expect speculative buying to continue until at least the party congress in November 2017, until which time the government will maintain steady fiscal support of public infrastructure projects in order to support economic growth.
