BMI View: We maintain our steel price forecast at USD530/tonne in 2017 and USD500/tonne in 2018. This reflects our belief that prices will trend lower in H217 from current spot prices as a result of resilient Chinese production growth on the back of low iron ore and coking coal prices. Nevertheless, there will be no price collapse to 2016 lows as demand from the Chinese construction industry will remain strong due to long term projects initiated in 2016 and Q117.

Latest Developments And Structural Trends

Price Forecast

  • We forecast steel prices to average lower over the next three to six months, trading between USD500-560/tonne as production growth remains resilient on the back of falling iron ore and coking coal prices that are supporting steel producer margins in China. We believe steel production and consumption trends in China will dictate the global outlook in the coming quarters. Although the NDRC announced in May 2017 that China had already achieved 63.4% (31.7 million tonnes, mnt) of its steel capacity cuts target for 2017, the country's steel production increased by an average of 4.6% y-o-y during January- April 2017. This reinforces our view that China's capacity cuts in the steel sector will only affect idled mills instead of active ones, thus making no impact on actual production. While the market is better supplied than 2016, as average monthly global inventory levels have increased by 11.5% in 2017 as compared to 2016, long-term infrastructure projects initiated by the Chinese government in 2016 and Q117 will ensure demand for steel remains strong. This will prevent any price collapse to the lows of 2016 in H217 despite the Chinese government's fiscal spending cooling off over the remainder of the year.
