BMI View: Despite being the world's largest construction market, China's infrastructure industry faces a number of challenges in the coming years. Declining economic growth rates will spill over into the construction sector, while high public debt will limit the government's ability to provide the same level of fiscal support for infrastructure projects as in the past.

Forecast & Industry Developments:

  • The construction industry in China will grow by 6.8% in 2017 and an annual average of 5.3% through 2021, as activity in the sector slows in line with the overall economy. The 13th Five-Year Plan will provide support to the infrastructure sector over the next two years, especially in the transport, power and water segments.
  • The construction industry's share of GDP will slowly decline from 6.6% in 2017 to 6.0% in 2026 as the government attempts to shift China's economy toward a consumption-led growth model. Concerns of overcapacity in steel and cement production, as well as the supply of residential and commercial real estate will dampen investment interest across the industry.
  • Private capital is expected to play a growing role in China's infrastructure industry, with the government pushing for the use of public-private partnerships in implementing or operating many upcoming projects. While power, water and toll-road assets have a successful PPP track record in China, projects in lesscommon sectors may see a lack of investment interest.
