BMI View:China is home to the world's largest construction market, but growth will decelerate over the next 10 years as the government implements reforms to address rising debt and move the economy toward a consumptionled model. Near-term investments in infrastructure, under the 13th Five-Year Plan, will support the sector over the next three years.

Forecast & Industry Developments

  • China's construction sector will grow by 6.8% in 2017 and 6.0% in 2018, supported by ongoing investments in the infrastructure sector outlined by the 13th Five Year Plan. Growth over the 10-year forecast period will gradually slow to around 4.2% annually as the overall economy decelerates and the government continues to implement reforms moving China toward a consumption-led economy.
  • The infrastructure sector will outperform the residential and non-residential building sectors as persistent concerns of rising debt and a property bubble diminish investment interest in real estate. Within the infrastructure sector, Five-Year Plan goals will generate activity across nearly all sectors.
  • Public-private partnerships will play an increasingly important role in China's infrastructure industry, as the government seeks to reduce the amount of debt held by state-owned enterprises, banks and local governments. In March, the government approved the first batch of PPP asset-backed securities. Between 2015 and 2016, more than 11,000 PPP projects were launched, quickly propelling the size of China's PPP market to the largest in the world.
