Industry View: Growth in China's construction and infrastructure market will be supported over the 2017-2020 period by investments in transport, utilities and social infrastructure made under the 13th Five Year Plan. Over the 10-year forecast period up to 2025 we believe growth in the sector will gradually slow, in line with the country's shift to a consumption-led economy.

Forecast & Industry Developments

  • We forecast growth in China's construction sector will reach 6.9% in 2017 and 6.0% in 2018, supported by the planned investments in transport, utilities and social infrastructure outlined in the 13th Five Year Plan (2016-2020). We expect growth over the 10-year forecast will slow as the economy shifts toward a consumption-led growth model.
  • Public-private partnerships will become more common as the National Development and Reform Commission pushes for greater private-sector involvement in infrastructure. We note, however, that operational regulations, lingering restrictions on foreign ownership and the dominance of state-owned enterprises among existing projects will limit their widespread appeal.
  • Railways will become a renewed area of investment focus in line with the 13th Five Year Plan's goal of improving urban and regional connectivity. Upcoming projects will be predominantly in urban or intercity railways as opposed to previous batches of high-speed rail projects.
