BMI View: The Philippines' construction and infrastructure industry is poised for strong growth over the

next five years, supported by an ambitious government programme to develop infrastructure and rising

private and foreign investment into residential and non-residential building construction.

Forecast & Industry Developments

  • The Philippines' construction and infrastructure sector will expand quickly over the next five years, with

real growth in 2017 forecast to reach 12.5%. Between 2017 and 2021, average annual growth in the

construction sector will reach 11.2%.

  • President Rodrigo Duterte unveiled new details on his 'Dutertenomics' economic development plan,

which includes PHP3.6bn (USD72.1bn) in major infrastructure investments over the next five years. The

majority of projects are in the transport sector and are aimed at improving long-distance and urban

transportation for both passengers and freight.

  • In a shift from previous policies, Duterte's government plans for more infrastructure projects to be

financed by either direct government funding or official development assistance, instead of public-private

partnerships. PPPs, however, will continue to play an important role in sectors where private companies

are dominant such as toll roads and water and power utilities.

  • We do not expect that renewed tensions between China and the Philippines over the South China Sea,

spurred by ongoing Chinese construction work in the region, will not have a significant impact on rising

levels of Chinese investment in the Philippines. However, tensions may lead to the Philippines also

seeking more diverse sources of foreign investment.
