BMI View: We have a positive outlook for the Philippines' construction industry and expect robust growth in the next five years on the back of the government's ambitious infrastructure development drive. We expect interest from foreign companies - especially Chinese firms - to pick up following the warming of relations between the two countries.

Forecast & Industry Developments

  • We expect the Philippines' construction industry will expand rapidly over the next five years, with real growth hitting 12.4% in 2017 and averaging 11.2% between 2017 and 2021.
  • President Rodrigo Duterte is making steady progress on his PHP7trn (USD144bn) infrastructure drive, with 64 major transport, energy and utility projects underway as of January 2017. We note bureaucratic obstacles, which have previously weighed on project progression, will likely continue to affect construction timelines.
  • The government announced in January 2017 it plans to increase Philippines' total infrastructure budget from PHP861bn (USD17.3bn) in 2017 to PHP1.832trn (USD36.8bn) by 2022, which would represent 7.1% of annual GDP.
  • Competition between Chinese and Japanese development agencies and companies will benefit the Philippines' infrastructure sector by increasing the amount of capital and technical investments made in the country. Since Duterte moved to improve relations with China in October 2016, Chinese companies have pledged billions of dollars in financing and investment in Philippine infrastructure projects.

  • We have overhauled our Infrastructure Risk/Reward Index (RRI) methodology to more accurately capture the different elements that impact the overall investment attractiveness of a country's infrastructure sector. We have increased the number and variety of indicators that make up the final index score and we have re-assessed the weightings of the Reward and Risk indicators to ensure the most accurate reflection of the Risk/Reward environment is reflected through our matrix.
