Abstract
If broadband penetration is to increase in Africa, operators, regulators
and policy makers will need to co-operate in order to ensure an environment
conducive for investment.
Despite increased international connectivity, broadband penetration in Africa
is the lowest in the world. National backbone, metro and access networks all
play a role in determining how capacity is delivered and each domain
represents a different portion of the cost of providing service.
