Abstract

" We suggest that stakeholders in the white-space spectrum value chain proceed with caution and consider their options carefully."

The problem of spectrum shortage for mobile data services is well known. Recently, the mobile industry and the press have suggested that white-space spectrum offers a credible means of addressing this spectrum shortage. In our Report, we assess the capabilities of white-space technology, determining the extent of its potential advantages and limitations.

This Report provides:

• a detailed summary of the current state of white-space regulation and standardisation, including information about Ofcom in the UK, the FCC in the USA and the Infocomm Development Authority (IDA) in Singapore
• an analysis of the changes that may affect the availability of white-space spectrum
• a study of the primary white-space services and applications, and when they can be expected in the mass market
• an examination of the impact that white-space technology will have on traditional mobile network operators.

The conclusions of the Report are supported by interviews with industry stakeholders including Arqiva, BSkyB, BT, Cognovo, Hutchison 3G UK, Neul, Nokia, Orange/France Telecom, Spectrum Bridge and Telcordia Technologies.
