- 認識 理解以改善醫療活動為目的之HIT使用及有效利用所需之最終定義及各種標準。
- 調查 調查支援購買HER所需之資金調度選項及輔導金制度。
- 獲得 為透過HER使用，取得聯邦政府認證，獲得實務及病患治療上監督HER效果之策略。
- 參與 為實現跨越州界之資訊交換，與州政府、州指定團體、地區推動中心、健康保險、HIE（醫療資訊交換系統）進行對談
- 同步 為協助推動HER系統使用，與醫師需求、地方性小型診療業務同步。
